Retail Development Strategy
The City of Ballarat Retail Development Strategy was prepared by consultants Essential Economics in 2003, and sets the future direction for retail development in Ballarat.
In June 2005, the City of Ballarat adopted an amendment (C75) to the Planning Scheme to allow the new Retail Development Strategy to be implemented, and the Municipal Strategic Statement (MSS) to be updated.
The Retail Development Strategy supports continued consolidation of the Central Business Area, along with the establishment of smaller neighbourhood retail centres in newly developing areas. Furthermore, the Strategy identifies land north-west of Learmonth Road as an area which could be rezoned to support the establishment of a “bulky goods” retail precinct.
Other objectives of the Strategy include:
- Identification of relevant trade catchments served by retail facilities in Ballarat.
- Analysis of the existing roles of shopping centers in Ballarat, and identification of preferred future roles for each centre.
- Preparation of estimates of future supportable retail floor space over the next 15 years.
- Preparation of a framework to guide the future development of retail floor space in Ballarat.
- Preparation of a retail gap analysis and identification of particular business types which are missing in Ballarat.
- Identification of land requirement to accommodate bulky goods retail development in Ballarat.
- Preparation of strategic guidance for Council in assessing development in Ballarat.
