Residential Land Supply

In March 2004, Consultants Oliver Hume Research prepared the Ballarat Residential Land Supply Analysis for the City of Ballarat.

The Consultants identified that across all the localities within the City of Ballarat, the total land that could potentially and practically be developed into residential lots is approximately 710 hectares.

Furthermore, the Consultants identified that based on an average residential lot yield of 6-10 lots/hectare; the total number of potential residential lots is approximately 4,400.

When considered in conjunction with a rate of 620 building approvals/year (based on a 7 year average); this equates to approximately a seven (7) year supply of residential lots for the City of Ballarat.

The Municipal Strategic Statement recommends that at any given time, the Council should allow for a 10 - 15 year supply of residential lots.

In addition, the Municipal Strategic Statement identifies Ballarat West as the area where the majority of future residential development will occur in Ballarat. Accordingly, Council engaged Tract Consulting to prepare a Local Structure Plan for Ballarat West. The Structure Plan give guidance as to how future development will occur, and provide a basis for rezoning of the land.
